National Minimum Wage: effect on unemployment.

This report from the Institute for Social and Economic Research at the University of Essex to the Low Pay Commission estimates the effects of the NMW during the recession years (2008-2011). It compares these with the effects estimated for the years before that, from 1999 (or 2000).

It focuses on 3 outcomes:


· employment retention

· changes in working hours among employees

- the job finding probability of the unemployed

Firms’ productivity, investment and training: what happened during the recession and how was it affected by the national minimum wage?



This report uses business data to show ‘labour hoarding’ during the recession, when firms held on to their workers and reduced their hours, rather than making them redundant. It also looks at investment and training over the course of the recession. It shows how patterns vary among different types of firms, including by size and coverage of the National Minimum Wage.
